The English Language & Culture Institute was first established on the campus of Western Oregon University in the college town of Monmouth, Oregon in 1986. The second center was opened in 2012 on the campus of Linn-Benton Community College in Albany, Oregon. The ELCI specializes in the following types of programs:

1. Intensive English Programs to prepare students for future business needs or for entrance into American colleges or universities.
2. High School Preparation courses (Headstart to High School) and entrance to one of 10 private, low-cost high schools in Oregon and Idaho for international students who would like to spend as little as one semester or as long as 3 years at a US high school.
3. Summer, Spring, and Fall Camps These popular programs are the perfect combination of English study, sports, sightseeing, shopping (Oregon has no sales tax!), and cultural experiences. Students stay with friendly American families during our camp programs.
